We need to have more stories like this one


One of DSW Home's owners, Steve Mataro, played the part of "hero" when he rescued a drowning man. Mataro's neighbor was entertaining a couple from Houston when one of his guests, an older gentleman, got too close to the edge of the dock and fell into the canal. The older gentleman tried desperately to pull himself out of the water by using the ladder to the dock, but the ladder had broken in half some time ago.

Mataro was outside in his backyard with his family across the canal when the incident happened. When Mataro saw what was happening, he ran to his paddle boat and paddled furiously toward the old man. When he got close he jumped into the water, in a full suit never mind, and grabbed the guest by the back of the legs and squat pressed him onto the dock. While doing so his legs sunk about six inches in the mud and he had to pull his own legs out, having to part with both of his dress shoes, barely making it to the surface before running out of air. After checking to make sure everyone else was ok, he gave them his signature "thumbs up" and headed back across the canal.

The editor ended the story by saying. "Although it may seem like it, this really wasn't a story so much about Steve as it was about a neighbor helping another neighbor, coming to the neighbor's rescue so to speak, in a time of need."

DSW Honored By Area Boy Scouts

DSW Homes was honored by the Boy Scouts with its Guardian Donor Award. They were heavily involved with "Camp Karankawa" by helping to complete 10 of the bathrooms for the camp, a savings of around $75,000. Steve Matero who received the award said, "...it was a wonderful opportunity for us to give back to the youth of America and have a lot of fun. DSW Homes has 32 employees and 15 of them are Eagle Scouts, so this one was extra dear to our hearts."

The restoration of the historic Bell House is like a movie script: It’s a story with heroes, a happy ending and perfect timing.

The house, 117 S. Bell Drive, in Texas City is something for all of Galveston County to be proud of. It’s part of The 1867 Settlement, an area settled by African-American cowboys who bought homesteads from their earnings in the big cattle drives.

It’s an unusual story, and the landmarks now are preserved in a nationally recognized historic district.

The problem was the Bell House needed repair.

The corporate hero of this story is DSW Homes, a company that moved to Galveston to be part of the effort to rebuild after Hurricane Ike. Whatever else you can say about the company, it’s worked overtime to be a visible part of the community.

The company initially committed to restoring the exterior. But, once it got involved, its partners, Steve Mataro and Jim Schumer, decided to do inside and out.

When Sam Collins III, a member of the board of advisers for the National Trust for Historic Preservation and a member of the Texas Historical Commission’s state board of review, expressed concerns about the historical accuracy of the work, the company addressed them.

Collins advocated for the property. The company stepped up and went beyond the call.

The timing is perfect because of the Juneteenth celebrations this weekend.

The house is one of two sites on a bus tour from Old Central Cultural Center in Galveston to the mainland Saturday. The good news is that interest was so high the bus tour is sold out. But you can visit the Bell House and Stringfellow Orchards for a single $10 entry fee on Saturday, although you’ll need to provide your own transportation.

The Bell House, an important part of Galveston County’s story, is restored and is ready for public tours.

TEXAS CITY — Amid smiles, handshakes and congratulations, the public got its first look at the fully restored historic Bell House in Texas City.

The home, built in 1887, is at the heart of the nationally recognized historic district known as The 1867 Settlement. While the home at 117 South Bell Drive is fully restored, it had fallen in to disrepair and had been closed to the public for years.

On Friday, Texas City Mayor Matt Doyle was joined by the mayors of neighboring La Marque and Santa Fe, other city and education leaders, members of The 1867 Settlement Historical Preservation Committee and area residents for a tour of the house.

The house was restored from the exterior paint to the cedar shake roof and front porch.

DSW Homes of Galveston, one of the builders participating in a program that takes federal money and builds new homes to replace those destroyed by Hurricane Ike, did the work on the house for free.

Steve Mataro, one of the partners with the company, said the company’s participation started when he and the company’s other owner, Jim Schumer, asked Doyle if there was some way the company could give back to the community.

“The mayor said, ‘I got one for you,’” Mataro said.

The company worked on the Bell House for three months and spent about $80,000 on the project, Mataro said.

While the original scope of the project was to repair the outside of the house, the company restored the interior as well.

“It’s an important treasure to the community,” Mataro said. “We couldn’t bear not to leave it right.”

The Bell House sits in the middle of a community established at the start of Reconstruction by African-American cowboys. They were former slaves who made enough money on the Chisholm Trail to buy land, build houses and raise families.

Mataro told the crowd it was an honor for the company to be involved.

“Our hearts are in it,” he said. “We wanted to be able to give as much as we could to the community.”

Doyle visited the house once or twice a week while it was being worked on.

“We can’t thank DSW (Homes of Galveston) enough,” he said. “The house just turned out perfect.”

Doyle was not alone in praising the restoration work. Sam Collins III, a member of the board of advisers for the National Trust for Historic Preservation and a member of the Texas Historical Commission’s state board of review, had been worried about the historical accuracy of the work.

But on Friday, Collins admitted he was impressed with how the house looks.

“I’m thankful that DSW donated their services, and I think Texas City should be proud of the effort to preserve the history,” Collins said.

And the house is ready for visitors just in time for this year’s Juneteenth celebration. A bus tour starting in Galveston will visit the historic Stringfellow Orchards in Hitchcock, followed by a stop and tour of the Bell House. While the bus tour is sold out, people can visit both sites by car. Admission is $10 for the two sites.

Vera Bell-Gary, whose grandfather, Frank Bell Sr., built the Bell House, said she could not be happier with how the house looks.

“I’m just so elated over this,” Bell-Gary said.

Bell-Gary is part of The 1867 Settlement Historical Preservation Committee, and she, like many others in the community, has worked for years to bring attention and improvements to the house and district.

“This is one of things that I dreamed of,” Bell-Gary said. “It really came true. It came true, and we are going to carry on this tradition.”

TEXAS CITY — Vera Gary said she drives by the Bell House, a historic home at the heart of the nationally recognized historic district known as The 1867 Settlement in Texas City, almost every day. But when she drove by earlier this week, she said she had to stop and stare because something seemed different.

Then she realized the porch on the house was gone.

Gary is a great-granddaughter of Calvin Bell, one of the men who brought his family to the community founded by African-American cowboys and former slaves.

Gary has worked to raise the profile of the historic district and of the Bell House, built by her family members in 1887.

When she saw the porch gone and people working on the building, she realized the restoration work on the house had begun.

“I feel very happy because I talked to (Texas City Mayor Matt Doyle) about it, and he assured me that he was going to do his very best to get it as original as he can,” Gary said.

Builders Offer Help

The city originally planned to use Community Development Block Grant funds to repair and restore the exterior of the house at 117 South Bell Drive.

But that plan did not get anywhere, Doyle said. Instead, Doyle said DSW Homes, one of the builders participating in a program that takes federal money and builds new homes to replace those destroyed by Hurricane Ike, stepped in and offered to do the work.

The house is being leveled, parts of the house that were not historic were removed, the porch will be replaced, and a new cedar shake roof will be installed, said Steve Mataro, one of the partners of DSW Homes.

Mataro said he and the other owners of the company, Jim Schumer, Kirk Doss and Scott Walter, were honored to help the community with the project.

While they are giving the outside of the building a face-lift, Mataro said they are being careful to preserve the historical integrity of the house.

He said the company has worked on historic homes before, has a preservation plan and is following historical guidelines as closely as possible.

Preserving The Look

The company spoke with the county historical commission as well as people in the community and family members and collected pictures and first hand details to preserve the historic look of the house, Mataro said.

The house was built from recycled lumber salvaged from rubble after three hurricanes hit the Texas coast in 1886. The posts on the porch came from different places and were each shaped differently. Mataro said the posts are going to be replaced, but the new ones are being custom made to match the originals.

DSW Homes is doing the work, which Mataro said will cost the company about $40,000 and $60,000, free of charge. The work began Monday and should be done in about 45 days, he said.

“It’s great giving back to the community and being able to participate in a part of history,” Mataro said. “As a builder, you cannot ask for anything more than to leave something behind that is long, long lasting.”

Doyle said he really appreciated DSW Homes stepping in and offering to do the work because he wasn’t sure how the city was going to find a way to fix up the Bell House.

“They really helped us solve a problem,” he said.

Concerns About Integrity

Sam Collins III, a member of the board of advisers for the National Trust for Historic Preservation and a member of the Texas Historical Commission’s state board of review, said while he appreciated taht the city and DSW Homes working on the house, he had some concerns.

He said while the house might look pretty when the work was done, he was worried it might not be historically accurate.

“They’re working fast, but I just want to make sure they are doing it correctly as far as keeping the historical integrity of the property,” Collins said.

Gregory Smith, the national register coordinator for the Texas Historical Commission, said the state historical commission does not have oversight of the project. But, he said, the commission was willing to offer advice.

He said, as far as he knew, no one had contacted the state commission about the project. Smith said he couldn’t comment on the work being done since he has not seen it first hand, but he would advocate for a very deliberate path to preservation.

The federal secretary of the interior sets preservation standards Smith said are what the commission recommends be followed.

“They are very conservative in their approach that you repair what you can and replace in kind only when absolutely necessary,” he said.

The city has done great work on other projects, such as the Texas City Museum, the sports complex or the Doyle Convention Center, Collins said. He said he hoped the city would do the same with the Bell House.

“The excellence that you bring to those projects I want you to bring the same excellence to this project,” Collins said.

Collins said he hoped the Bell House, as the oldest house in Texas City, would get the respect it deserved.

Gaining Recognition

“At one time, we thought that we were being overlooked,” Gary said in discussing The Settlement.

She said she felt confident the work on the house would be done well.

As soon as they are able to get inside the house, Gary said she and others in The 1867 Settlement Historical Preservation Committee would work on fixing up the interior and getting it ready for tours.

The second annual Settlement Celebration is planned for Sept. 29, and Gary said she hoped the work would be done by then.

Many people don’t know about the only nationally recognized historical district in the county outside of downtown Galveston, Gary said. But with the attention the Bell House is getting, she said that could be changing.

“I’m very pleased,” Gary said. “I’m just so happy, I don’t know what to do.”
